Thank you for sending us a copy of Miss Ho's letter of 5 July about Schengen. For the reasons set out in my minute of 9 July, you will probably wish to restrict your reply to saying it seems very likely that the countries in the Schengen group will adopt a common visa policy when the Convention comes into force. But that, since the UK has not subscribed to the Schengen Convention, we do not know the details of what the Schengenites intend, and in particular we do not know whether this will mean a wider visa regime on Hong Kong. We shall keep Hong Kong informed of relevant developments as we become aware of them.
