Appreciate that you need time to make the new arrangements known. But as they do not come into effect until October, you delay publicity, say until the beginning of September, to allow HKG to Launch the phased programme?
Background is that BDTC status ends with the transfer of sovereignty, but BDTCs can acquire a new form of British nationality and passport, BN (0), before 30 July 1997 by registering under a phased programme. Cut off dates are established by age groups.

Background
Anticipates Maastricht which allows for a common visa policy. Article 100c states that "the Council acting unanimously on a proposal from the Commission and after consulting the European Parliament should determine the third countries whose nationals must be in possession of a visa when crossing the external borders of the member states."
