The Schengen meeting referred to in paragraph 5 will take place in October not September. Subject to ministerial agreement, the Convention will then come into effect on 1 December for all 9 signatories (not just 6 as stated in TUR). expect that the question of whether external frontiers of the 9 have been sufficiently strengthened (particularly in the cases of Portugal and Greece) will be a major agenda item at the October meeting.
