Kong (where these do not exist now) unilaterally, along the lines of the Spanish decision, in the run up to Schengen entering into force?
-
- Spanish indicated that some countries might be more flexible than others on arrangements - how to find out more? Madrid telno 349 is the Dutch approach helpful for BDTCS/BNOS or the reverse?)
(Para 4
Note that the French now have Presidency of Schengen (for how long, will it continue to rotate after it comes into effect, is this a key position? If we make approaches to other countries to discuss Schengen, are we likely to be referred to the Presidency?)
- Hong Kong/EC Improve understanding of visa arrangements now obtaining between Hong Kong and EC member countries. (I will draft a list based on past papers to show the arrangements now in force as far as we know.)
Hong Kong/worldwide
Does MVD think there is likely to be a domino effect, as envisaged by Hong Kong in para 7 of their telno 1189 (Canada, Singapore etc introducing visa regimes once they note a raft of EC countries doing this).
Hong Kong/UK Consider what can be done to protect Hong Kong position.
Case for lobbying of EC member countries -
and maybe others, too (when, where, by whom, what line to take?)
Any legal recourse? (first tiret of para 2)
Pre-entry clearance for British passport holders coming to the UK from Hong Kong - any way to get round this post QMJ if Hong Kong on CVL (and if the Home Office would not otherwise require it)? Could we give it automatically?
