It was noted by both sides that, with effect from 1 January 1993, there has been an increase of 15 permits on the daily one-way quota of 75 for use by people who are husband and wife living apart from each other in Hong Kong and in the mainland for over ten years to enable them to go
to Hong Kong for settlement. It was also noted that, with
effect from 1 June 1993, a further increase of 15 permits
on the daily one-way quota is to be used Co resolve the
problem of children with right of abode in the future Hong Kong Special Administrative Region going to Hong Kong, as stipulated by Article 24 of the Basic Law of the Hong Kong
Special Administrative Region. However, up to now, the
quota in this category is still unused. The work of
verifying the status of the children in question is being
carried out. It was recognized by both sides that the
above arrangements are substantively similar to those
put forward in a proposal made by the Hong Kong side to
the Chinese side on 5 June 1993.

The additional 15 one-way quota used fox the
purpose of resolving the problem of children with right of
abode in the Hong Kong Special Administrative Region going
to Hong Kong, should be used entirely by people having such
status in going to Hong Kong. To ensure that this policy
can be carried out, the Bureau of Exit Entry Administration
of the Ministry of Public Security will vet the name lists
approved by the Public Security Bureau (s) of various
provinces, autonomous regions and municipalities directly
under the Central Government and have them checked by the
Hong Kong Immigration Department. On receipt of the
aforesaid name lists sent by the Bureau of Exit Entry
Administration of the Ministry of Public Security, the Hong
Public
Kong Immigration Department will promptly notify the Bureau
of Exit Entry Administration of those names found not to be
in conformity with the criteria set.

The Bureau of Exit Entry Administration of the
Ministry of Public Security will increase the quota of
people going to Hong Kong to visit relatives (two-way
quota) in a controlled manner on the basis of the real need
of the applicants. Before making the decision to increase
the aforesaid quota,
it will consult the Hong Kong
Immigration Department.
