I refer to your meeting yesterday morning with Mr Bedford and myself and to our discussion about the treatment of Special Peruvian passports by the Hong Kong authorities.

As I said at the meeting, Hong Kong immigration matters are a matter for the Hong Kong Government to decide. The British Government has no control over them but the Hong Kong authorities naturally keep us informed.

We understand that the Hong Kong Government do recognize the Special Peruvian passport issued to people who invest in Peru. However Hong Kong inform us that as it is not a nationality document they have decided, with effect from 25 January, to require the holders of such documents to obtain visas before travelling to Hong Kong, unless they are in direct transit and remain airside.

I hope that the above information clarifies the situation in Hong Kong for you.
