REVISION OF HONG KONG VISA RULES

I enclose an article from the Daily Telegraph quoting remarks attributed to you on revising immigration ordinances to require work permits for British citizens. Could you give me some background? We are often telephoned by members of
the public seeking information on this subject and have already today been asked whether (and why) existing arrangements will be changed before 1 July 1997.
The fact that I sat next to the Foreign Editor of the Daily Telegraph at dinner last night he asked me about this is not unconnected with my query!
