I attended part of the meeting of CIREFI held afternoon when I realised that the Belgian strikes extended to airports and that there would therefore be one there from London. A set of papers available at the meeting follows by bag.

2. Not surprisingly, the meeting was not well attended. France was not represented at all.

I arrived as discussion was being held on doc. CIREFI a note from the German delegation about the proposed Koblenz meeting to discuss how CIREFI would go about collecting, analysing and distributing data to Member States. It was noted that with the lifting of internal borders, statistics would have to be collected on another basis, perhaps using sample cities.

The Presidency then discussed the responses to the questionnaire (WGI 1633) on immigration control. Not all responses had been received. The Irish entered

reserve on the Netherlands proposal for CIREFI's work (WGI 1691). The Presidency agreed with the Irish point that the Dutch proposals were rather far-reaching: they too lacked the infrastructure to take this on. Portugal and Creece agreed. The latter suggested discussion at Koblenz. Further examination of how Member States collect data was obviously the first step.

I entered a reserve on behalf of the UK on any now proposals raised at today's meeting: due to the strikes we had been unable to provide an expert to attend. My colleagues in London would certainly examine all suggestions with interest and respond as soon as possible.
