discussed the emigration situation during your recent visit to Hong Kong. I enclose for your information at Annex 1 a breakdown of the number of emigrants in 1992 by country of destination. Please note that the figures are based on information provided by the relevant consulates on a confidential basis and should not be published or publicly quoted.

Annex 2 are some statistics showing the fall in the number of immigrant visa applications lodged with the Canadian and Australian authorities. We do not have similar statistics for the US, but past experience suggests that the number of applications should be quite steady over this period. As I explained at our meeting, the drop in the number of applications for Canadian and Australian immigrant visas in recent months will not have a significant effect on the number of emigrants in 1993 because of the backlog of outstanding applications.
