HONG KONG: FOREIGN RIGHT OF ABODE SCHEMES

1. Many of you have kept us informed on an ad hoc basis of opportunities, whether specifically tailored to Hong Kong or reflecting the world-wide immigration policies of countries concerned, for Hong Kong residents to acquire right of abode elsewhere. Qur original trawl took place in tandem with the introduction of legislation providing for the acquisition of British citizenship by up to 50,000 Hong Kong residents plus their dependents - the British Nationality (Hong Kong) Act 1990. We have sought to encourage partners to demonstrate their concern in Hong Kong's continuing stability and prosperity by making available similar assurances of right of abode outside Hong Kong for residents of the territory.

2. We are assembling briefing for the Foreign Affairs Committee which is to visit Hong Kong in October to update their 1989 report on Hong Kong. It would be helpful to have to hand the latest on opportunities for Hong Kong residents to emigrate or acquire right of abode outside Hong Kong with deferred option to emigrate.

3. On specially tailored schemes, we have recent information on a new Danish scheme and initial reports on new Taiwanese arrangements, otherwise the information below dates back to 1990.

(a) BELGIUM - offering permanent Belgian residence permits to about 50 employees of Belgian companies in Hong Kong without the need for Legislation.
