1. Please refer to your teleletter to me of 22 April. attach the source of the description of Singapore's arrangements referred to in paragraph 3 (g) of our telno 337 to Hong Kong i.e. Hong Kong's teleletter of 9 January 1990. The Hong Kong Government tell us, additionally that in July 1989, Singapore introduced a scheme for skilled workers in Hong Kong under which beneficiaries can obtain permanent resident status in Singapore while remaining in Hong Kong for 5 years.
The status is renewable for a further 5 years. Up to 25,000 families can benefit under this scheme. Additionally, there is an on going scheme under which people with tertiary education or professional qualifications can obtain permanent resident status. (No specific ceiling).
2. It would be helpful if you were able to get some idea of the take up on any existing schemes.
