This was particularly so for Macau residents who would be deemed to have Chinese citizenship after the transition (as you know the Chinese do not recognise dual Portuguese/ Chinese citizenship). Ambassador Guimarães thought that a ball-park figure of 15-20,000 would be about right for Portuguese passport holders in Macau.

The number eligible to acquire Portuguese citizenship before the transfer of sovereignty was considerably higher, about a quarter of the total population. The MFA here calculate Macau's population at about 400,000 (not the half million in the telegram) which gives a figure of about 100,000 potential Portuguese citizens in Macau.
