examined by the Director of Immigration who will consider

whether there are valid grounds for accepting them. Applications which he rejects will then be sent to an Appeal

Panel which is being set up to advise the Governor. The make

up of the Panel is under discussion - the Governor has invited

LegCo to nominate a proportion of the members. The Governor

will have the final decision on all cases which the Director

of Immigration disallows to accept.

How many people are potentially eligible to register as BN(0)'s?

Up to 3.5 million Hong Kong BDTCS.

How many BN(0) passports have been issued so far?

- As at July 1993, 552,873 applications have been received for BN (0) passports.

Is there any difference between passports for BDTCs and

BN (0) s?

BN (0) passports are accepted by all countries on the same

basis as BDTC passports (except in Austria where the Hong Kong

Government is negotiating to gain equal treatment). Holders

do not generally need entry clearance for visits to the UK

(but would need it if they were seeking long term admission eg. for settlement). BN (0) and BOC passports give the holders an entitlement to registration as British citizens providing they have completed five years UK residence and have settled status (they also confer Commonwealth citizenship). Passports confer consular protection worldwide including in the future
