BACKGROUND NOTE
BRITISH NATIONALITY (HONG KONG) PERSONNEL
ROYAL NAVY LUCALLY EMPLUTED
The Captain-in-Charge, Royal Navy, Hong Kong, is seeking more of the British citizenship places available
places available under the British Nationality (Hong Kong) Selection Scheme for locally employed personnel (LEPS). Lord Geddes is pursuing the matter on his
behalf.

This question was dealt with when the details of the Selection Scheme were being put in place in 1990. It was raised by the Secretary of State for Defence in the Overseas Policy and Defence Committee (OD (K)) and directly with the Home Secretary.

The outcome of the discussions which took place in 1990 was that the definition of "disciplined service" for purposes of the Selection Scheme was widened to incorporate "service in the Royal Navy as one of the locally enlisted personnel of the British Garrison in Hong Kong". Similar provision was made for Army

Under the Selection Scheme 7,000 of the total of 50,000 places are allocated to the disciplined services. Most of these have been assigned to the police, prison staff, etc. 6,166 of the disciplined services places are available under the first tranche and 834 will be available under the second.

The quotas of places in the first tranche were determined according to the strength of each service on a common date, with a reduction made for the number of people in each service eligible under the Sensitive Service Class. This resulted in the Army LEPS being allocated 159 places and the Royal Navy 43. Most of these places have now been filled. (We do not have figures to hand for the number of LEP officers registered under the Sensitive Service Class. About 60 were envisaged.)
