Thank you for your letter of 8 February enclosing another from the Captain in Charge Hong Kong about giving more British passports to Royal Naval Hong Kong Chinese personnel. You asked if it would be possible to discuss with me the issues raised, which are also of concern to Lord Shackleton.
You are right in noting that the question of British citizenship places available under the British Nationality Scheme (BNS) for these locally employed personnel has been examined in the past. The Home Secretary and Charles Wardle have prime responsibility for overseeing the implementation of the BNS set up in accordance with the British Nationality (Hong Kong) (Selection Scheme) Order, 1990 and are best placed to answer the questions of detail raised by Captain Sunter. Might I therefore suggest that you contact the Home Office? have copied your letter to them so that they will be aware of your wish to discuss this matter.
