You sent me a note from the Crown Solicitor in Hong Kong recording a discussion I had with him in August.

I

The Crown Solicitor seems to believe that we are prepared to change our position in relation to waiving

waiving the period of residence which applications for citizenship must satisfy. said that I would consider everything he said; but gave no undertaking. I suspect that Mr Wingfield has placed undue reliance on our repeating that we were prepared to be flexible. However, I made clear to him the view that it was not possible to waive the residence requirement to such an extent that it would be robbed of all its effect. I said that it would be difficult for us to be more specific as to the time which could be waived in the absence of proposals from the wives and widows.

Having reflected further, I see no reason to reverse the advice given to the Home Secretary.
