Further to M. 1, the CS asked me on your behalf

at M. 3 to

PROBLEM

(a)

explore ways of enabling wives and widows of

Hong Kong ex-servicemen to acquire full

British citizenship outside the British

Nationality scheme (1990 BNS); and

prepare a draft letter for you to send to

the Home Secretary on the basis of (a).

There is a very small and diminishing number

(less than 30 now) of wives and widows of Hong Kong

ex-servicemen who are thought to have a special case for

British citizenship.
