Reduction
of
Statelessness, which the United Kingdom has ratified,
requires
a
contracting
party to
grant "its
nationality" to a person born in its territory who would otherwise be stateless. We are satisfied that
by granting the ethnic minorities either British
Overseas
of British
Nationality
citizenship,
(Overseas)
or
which RTA
British
accepted forms
nationality, we are meeting our obligations under the
Convention. The ethnic minorities will have a form of
British nationality,
Consular protection. They will not have the right of abode in the United Kingdom, but the Convention does not include the grant of right of abode amongst a
contracting State's obligations.

Protocol 4 of the 1950 European Convention for the Protection of Human Rights and Fundamental Freedomo provides that no-one shall be deprived of the right to enter the territory of the State of
which he is a national.

and nationality legislation between nationals who have sufficiently close connections with the UK to justify the right of abode here and other
British nationals who do not have these connections.
