HONG KONG NATIONALITY: CALL ON HOME SECRETARY BY BARONESS DUNN

Baroness Dunn called on the Home Secretary at 0930 on

15 July. A record will issue in due course. Mr Howard's

Private Office has told me that this was a good tempered

exchange although neither side gave ground.

Baroness Dunn argued the case for British citizenship for

the ethnic minorities and for wives and widows of ex-servicemen.

Mr Howard assured Baroness Dunn that he had carefully considered the various representations which had been brought forward to

him. He made a point of saying that the Governor has been

meticulous in keeping him informed of feeling in Hong Kong and

LegCo concerns on these matters. He reiterated that the ethnic

communities were protected. He pointed out that primary legislation would be needed to give British citizenship course be extremely difficult for the Government it was just

not on.

He also spelt out again government assurances to the

ethnic minorities, making it clear that this had always been

made with this particular community in mind. He was certainly not resiling from anything that had been said in the past, but

neither would he expand the assurance.

3.

Baroness Dunn urged him to keep an open mind.
