When Mr Goodlad wrote to Mr Wardle on 21 July, he mentioned (second paragraph) that the Foreign Affairs Committee had pressed him on the question of British citizenship for members of the ethnic minorities.
2. I have now seen the final record of the meeting between Mr Goodlad and the Foreign Affairs Committee on 14 July and enclose a copy of the relevant page. I would like to draw your attention to paragraph 13 where Mr Goodlad speaks of the difficulty of defining in advance what would be grounds for the future exercise by the Government of the day of a power to admit to the UK. You will see that Mr Goodlad told Mr Canavan that he would "certainly ask the Home Office and make their judgements on that available to the Committee".

I would be most grateful if you could feed this point in. It would be very helpful if your Minister were able to address this point when he replies to Mr Goodlad's letter of 21 July.
