I have suggested at desk level that this might take the form of a letter to Mrs Tu, as Chairman of the LegCo House Committee and that it should constitute a response to the original LegCo representations to the British Government which the LegCo delegation came to follow up (and to which LegCo is still owed a formal resonse). Any letter would also need to repeat to LegCo that the Government have no plans to take special measures to grant British citizenship to the ethnic minorities.

On wives and widows of ex-servicemen, Mr Wardle made it clear that the Home Secretary did not have the discretion to waive residence requirements to the extent envisaged by Mr Arculli.

6. A number of the MPs have written to the Minister on nationality matters prompted by letter campaigns initiated by Mrs Tu and two organisations lobbying respectively against the BN (0) programme and for British citizenship for the ethnic minorities. We shall submit responses separately.
