1. When the Home Secretary met the deputation from Legco on 9 June,

he offered to repeat the immigration assurance which has been given

to the ethnic minority community. The deputation said that they had

been taken aback at the meeting with Mr Goodlad at the Foreign Office that morning when he spoke in terms of "solely British nationals" and

claimed that this was a new tightening of the formulation that had

been used in 1986. This submission explains how the assurance has

been modified over time and considers what might now be done to set

the record straight.
