Baroness Dunn is arriving in London tomorrow to speak in

the Lords debate on the two Hong Kong Orders in Council

(scheduled for 1900 on 15 July). She would like to call on

the Home Secretary inter alia to lobby for passports for the

Ethnic minority. Mr LLewellyn has told me that the Governor would be grateful if we could help try to arrange this call.

I submit a self-explanatory draft letter from the

Minister to Mr Wardle.
