ADJOURNMENT DEBATE ON 9 JULY

1. I am sending to you and to Simon Vickers the draft speech which the Home Office have prepared for Mr Wardle for the Adjournment Debate on ethnic minorities which will take place on 9 July at 1430.

I would be grateful if you could check the text for any factual inaccuracies and if Simon would also have it checked. I do not think that page 4 paragraph 2 has it quite right. How about redrafting as follows: "Records for the Selection Scheme are not kept on the basis of ethnic origin, but I understand that a check made on the basis of surnames has indicated that the ethnic minorities who have applied have been successful in the same proportion (about 60%) as other applicants." Could you let me have any points to feed in 709002, please?

3. As you may be aware, Mr Goodlad and the Governor have written to the Home Office (to Mr Wardle and the Home Secretary respectively) about the terms of the assurance for ethnic minorities and its further application to other British nationals in Hong Kong (Mr Llewyllen has a copy of the letter sent by Mr Goodlad). We await a response from the Home Office.
