Thank you for your letter of 12 May. I agree with you that we should make no formal reply until after the LegCo Nationality Sub-Committee delegation has visited.

Incidentally I believe there is a good case for recommending that the Home Secretary himself should see the delegation when they are here, if his diary will allow. There would be presentational advantage in the Home Secretary personally underlining HMG's views.
