HONG KONG NATIONALITY: ETHNIC MINORITIES

Problem

1. To respond to a letter from Mrs Tu lobbying for full British citizenship for this minority and to fulfill an

undertaking to update LegCo on "split families".

Recommendation

2. I submit 2 draft letters to Mrs Tu. I recommend that Mr

Goodlad hand over a copy of these to the LegCo Delegation

calling on him on 9 June.

Background

3. Mrs Tu's letter is part of a LegCo campaign for full British passports for non-Chinese Hong Kong residents with solely British nationality. We already have on the table a

request from LegCo (transmitted via the Hong Kong Government

(HKG) following a motion passed by LegCo in March) that the

British Government should look again at offering full British

passports to those non-Chinese Hong Kong residents with solely British nationality. A delegation from LegCo's House

Committee visits London from 8 10 June to take up this cause
