MEETING WITH HONG KONG LEGISLATIVE COUNCILLORS

The Home Secretary and Mr Wardle will be meeting on 9 June a deputation of legislative councillors from Hong Kong. They wish to discuss the proposed Order in Council setting cut-off dates for the acquisition of British National (Overseas) status and the question of British nationality for ethnic minorities in Hong Kong. They may also raise the matter of British nationality for wives and widows of ex-servicemen on which they recently pressed Mr Goodlad in Hong Kong. I attach at annexes A-C briefing on all three subjects. Mr Rawsthorne and I shall be attending the meeting.

Mr Wardle discussed the second and third issues

third issues with LegCo representatives in January and we can see no room for manoeuvre on them. The BN(0) Order has not been discussed before. The proposals which it contains for a phased programme of registrations has become controversial over recent months. There are two points on it to which I particularly wish to draw Ministers' attention, one of substance and one of timing.
