Thank you for your letter of 12 January 1993, and the record sent by bag on the Indian Government's angle (on which we have been asked, incidentally).

I enclose draft minutes of the Sub-Committee's meeting, with a paragraph 3 which contains my proposed amendments. Also a draft letter from the Governor in reply to the petition to him which paralleled their lobby to LegCo. These are both for your reference to help you prepare your brief in time for the Home Office, and for any comment you or Chris Kelly has on how we are dealing with this lobby this end. I will fax you copies of the agreed record and reply as soon as they are out.

I will also report after the Sub-Committee meeting next Monday. This will be a hard one for us as you will see, as we are not sure how much we should be prepared to do on a problem which we have said is not a problem and if it is, its yours/the Home Office's!
