the hands of any future Government and give a cast-iron

guarantee but it has given as clear and as firm an

undertaking as it can.

British Nationality Scheme there is no reason why the

ethnic minorities who hold some form of British nationality

or have applied to become DTCs in Hong Kong should not be

able to benefit from this scheme. Many run small

businesses and such managers have seen a high success rate

under the scheme. Ethnic origin is not a factor in the

Scheme.
