Thank you for the figures enclosed with your letter of 29 December. I believe I now have the provisions of the Hong Kong (British Nationality) Order 1986 straight!

I would be grateful if you could advise me on one further point of detail. I note from the account of the debate on the nationality of ethnic minorities which took place in LegCo on 18 November that the Secretary for Security spoke of "a very small number" believed to be technically stateless. He mentioned the figure of 100. For the record it would be useful to know how this group is made up. White Russians?
