British Nationality Scheme the Scheme was not of course

specifically designed to help the ethnic minorities, but

there is no reason why some of those who hold some form of

British nationality or have applied to become BDTCs in Hong

Kong should not be able to benefit from the Scheme. Many

run small businesses and such managers have seen a high

success rate under the scheme. Ethnic origin is not a

factor in the Scheme. All eligible candidates including

ethnic minorities have to compete with each other for a

place.
