The LR.G. is concomed to know what steps this administration will take in the next tive years to secure the protection and well-being of this group of ethnic minorities after 1997 in the Hong Kong Special Administrative Region ("SAR") in the event there is no last minute change of heart on the British side.
As for those ethnic minorities who do hold passports of third countries, Hong Kong is still their home. Many were born here or have made their lives here. Although Article 24 of the Basic Law provides for persons not of Chinese nationality to acquire the right of abode in the SAR, the protection afforded by this provision ultimately depends on the interpretation given to it by the Nauoual People's Congress. It would appear however that hitherto the Chinese Government has not shown any particular interest in dealing with or resolving this concern of the ethnic minorities on their right of abode.
It is well known that these ethnic minorities, as a group, generate a significant portion of Hong Kong's trade. We suggest that it is essential for the future stability and prosperity of Hong Kong after 1997 that their interests are protected by the Sure SAR Government. In the premises, the LR.G. would like to know what steps will be taken by your administradou to easure that these minorities can continue to live and work in Hong Kong after 1997 with concrete assurances as to their status aad well being.
The I.R.G. would be pleased to meet with Your Excellency and the appropriate Legeo panel or any ad hoc group of the Security Panel of Legco on this matter. We are therefore copying this letter to the Secretary General of the Legco Secretariat for appropriate distribution and consideradou.
