BRITISH NATIONALITY (HONG KONG) ACT 1990 (BNHKA): GOVERNOR'S
SECOND ANNUAL REPORT
22
16
1.
You may wish to be aware that the Governor has submitted
the second Annual Report on the BNHKA to the Home Secretary. This covers the period from 7 November 1991 to 6 November
1992. I attach the Report together with a covering Home office submission. The Home Office tell us that the Report will be published on 23 February and will be publicised that day by an inspired PQ.
2. The Home Office note that there has been a relatively low level of interest recently in the operation of the 1990 Act, although concern was expressed by Emily Lau and other councillors visiting from Hong Kong this year that the total number of registrations under the Act (including dependents) will, at 138,000, be well below the original illustration of 225,000. We can expect to hear more complaints along these lines. The 225,000 ceiling was only ever meant to be illustrative and to take into account not only principle
