The purpose of the Act was to give key workers (who might otherwise leave the territory) the confidence to remain in Hong Kong up to and after 1997. The 50,000 grants of citizenship are to be made in two tranches: 39,500 places are to be filled in the first tranche and the remainder in the second tranche, which begins in 1994.

Progress made

4. The Governor's report shows that as at 6 November 1992 a total of 16,270 principal beneficiaries had been registered (along with 12,222 spouses and 17,093 children). The principal beneficiaries break down by class as follows:

Controversial aspects

There has been little recent parliamentary interest in the operation of the 1990 Act, although this may change. Concern has been expressed by legislative councillors in Hong Kong and on a recent visit here, during which they saw Mr Wardle, that the total number of registrations (including dependants) will, at 138,000, be well below the original illustration of 225,000. The latter figure was intended to show "the absolute maximum number of people who might benefit under the scheme".
