Borderline applications

Some 2,624 applicants whose provisional scores were close to the margin of the quotas have been informed that their applications were under consideration. The outcome of their applications will depend on whether applicants ahead of them in the queue will drop out in due course. Where the recommendation of equally qualified applicants would exceed the relevant quota, the advice of the Steering Committee will be sought on the principles and practices to be adopted in selecting between them.

Unsuccessful applications

As at 6 November 1992, a total of 24,680 unsuccessful applications had been rejected on account of insufficient points to be brought within the relevant quota or failure to meet other requirements of the law. Some 60 of them requested their applications be reconsidered. These requests had been reviewed by an inter-departmental working group or

group or the relevant policy secretary in the Government Secretariat as appropriate. Except in one case where the applicant was brought within the relevant quota upon rectification of an error in processing application, the earlier decision to reject them maintained in all the other cases.

17. As at 6 November 1992, there were 1,919 applications which could not be processed because they were withdrawn, invalid or where the applicants were not eligible to apply. The majority (58%) of them were due to the applicants' registration as secondary beneficiaries in their spouses' applications. Some 22% were withdrawn on personal grounds. In 12% of the cases, the applicants were ineligible to apply because they were not settled in Hong Kong or failed to meet
