To ask the Secretary of State:
what discussions he has had with the People's Republic of China about the freedom of movement of Hong Kong residents who are holders of BN (0) passports after 1997; and if he will make a statement.

ANSWER
The terms of Memoranda exchanged by the UK and Chinese sides and associated with the Joint Declaration enable Hong Kong residents with British National (Overseas) Passports (BNO) to use these passports as travel documents after 1997. Under the Joint Declaration and the Basic Law all Hong Kong residents, including BNO passport holders, will enjoy freedom of travel.
