The Immigration Department has prepared a set of amendments to the Diplomatic Service Procedure, necessitated by the implementation of the BN(0) phased registration programme. I should be grateful if you would pass it to the NTCD. As we do not have all the volumes of DSP, the set of amendments may not be exhaustive.

Mr Bruce Hebblewhite of the Home Office informed me on 2 August that he was seeking comments on the proposed criteria for accepting late BN (O) registration applications from the UKPA and would discuss with Chris Kelly on the latter's return from leave. I have not heard from you nor the Home Office since then on the proposed criteria. We have assumed it that you and the Home Office have no comments and have included the criteria in the amendments. We have also added a paragraph on the appeal panel.
