We spoke last week about Dr Vickers' letter to us, copied to you under cover of a minute from Debbie Barnes Jones, about how eligibility is to be established for BOC passports. You told me that you had not been able to look into this yet, but as you were going to visit Hong Kong next week, you would discuss the subject with Dr Vickers.

We have received NTCD's comments on Dr Vickers' letter.

I am therefore sending you a copy as you may find them useful in your discussions with Dr Vickers. In due course we should be grateful to know how you left matters with Dr Vickers and whether any further action needs to be taken.
