BNO PASSPORTS: LU PING S REPORTED COMMENTS
1. We have seen press reports (Media Summary of 9 September) of remarks attributed to Lu Ping suggesting that the Chinese might approach us via the JLG to ask that BN (0) passports include a statement to the effect that Hong Kong permanent residents have the right to enter Hong Kong. We are not suggesting that you should take any initiative with the Chinese side to seek clarification, but the initial reaction here is that if the Chinese were to approach us along these lines, this is an initiative we could welcome.
2. In consultation with HKG, we had previously concluded Cour telnos 154, 767) that we had to be wary of including any qualifying statement in a BN (0) passport which might cause problems with the Chinese after 30 June 1997 by referring to eg right of abode. Lu Ping's alleged remarks are encouraging, as far as they go.
