1. I attach a copy of another fax dated 27 July sent by Hong Kong about the Phased Programme.

2. I assume that NTCD are responsible for DSP amendments on natinality issues. Can I therefore leave it to you to liaise with Hong Kong over this ?

On the proposed criteria for accepting late BNO applications we are still discussing these with the Home Office. We shall keep you informed of developments as this will also have to be included in DSP.
