Action Taken

We spoke about Hong Kong telno 1289. Hong Kong is not happy with instructions given in FCO telno 154 of 30 June for the special case of registration of British citizens as BN (0) s and for endorsing passports of British citizens once they have so registered.

I explained to you that this issue had been the subject of correspondence between NTCD and HKG (the Home Office, Ms Brooks and ourselves have also been involved). Correspondence rests with Mr Morris' (NTCD) letter of 15 June to Mrs Chow in HKID. The offending paragraphs in FCO telno 154 were based on the arrangements set out in this letter.

I have spoken to Mr Rooney, NTCD. NTCD are now reviewing the papers. They will lead and will consult us on their proposed way forward once they have discussed with Mr Kelly. They recognise the need to resolve this quickly, given the possible need to issue corrective instructions to posts.
