This memorandum should be brought to the attention of all Heads of Departments, Heads of overseas agreement officers and officers who handle personnel matters)

The Governor-in-Council has recently decided that officers on overseas agreement terms and conditions of service who are permanent residents of Hong Kong should be allowed to transfer to local terms and conditions of service subject to certain conditions.

(CSR 115),

115), the status of a candidate for a civil service vacancy, i.e. whether he or she is to be appointed on overseas or local terms and conditions of service is established before he or she is offered appointment. The practice nas been not to allow any change after appointment.

The circumstances of an officer who was originally engaged on overseas terms may change substantially over a period of time, from being a to Hong Kong to someone who has lived and worked here for many years, regards Hong Kong as his or her home and is committed to staying here and serving the community. It is therefore considered reasonable to allow such an officer to apply for a change to local terms and conditions of service under certain conditions :
