Second and last tranche
The meal phase ví Life Scheme will be the last.
the places will have been allocated by then.
There will be too
few places left to warrant further phases; there will be too
little time left for another phase after the second tranche
applications have been processed; and it seems to us that few people will leave it until 1996 to emigrate if they have that intention and have not by then secured an insurance policy. The second and last phase will accordingly begin on 3 January 1994 and extend to 30 June 1997.
The new Order makes some relatively minor
some relatively minor adjustments to the
Selection Scheme in the light of experience in the first tranche. Al Ciusi siyil on Members may find the detail of the order rather daunting but its main purpose can be stated fairly simply.
General aim
The 1990 Order has heen found to be rather rigid and the main aim
of the new Order is to modify certain provisions of the Scheme
so as to facilitate allocation of the remaining places. The Order introduces the flexibility that will help us avoid over- provision of citizenship places amongst occupations where demand has been lacking, and to allocate more places to areas where demand has been strong.
Flexibility in transferring quotas between groups and classes
In the first tranche there has been under-subscription in one or two categories, principally amongst private sector "managers and administrators" (by about 4,250 places) but also amongst the police (by some 150 places). It also appears that the number of qualified candidates in the Sensitive Service Class (SSC) and
Entrepreneurs Class (EC) may also turn out to be less than provided for in the quota. The Order provides for places to be transferred from these categories to groups where they will be
