Government not to take steps, as provided for by the Hong Kong Act 1985, to ensure that applications are received at a manageable rate over the whole of the next four years or that there will be sufficient time to process them all before the final deadline of 30 June 1997. The only way to guarantee achieving this aim is by introducing legislation and it is therefore vitally important that the draft Order
in Council presently before Parliament should be approved.
