All BDTCs are eligible to apply for British citizenship under the British Nationality Scheme. Expect British

citizenship to be allocated to some 10,500 households under the second phase (opening early 1994).

Phased Programme for Registration as British National

(Overseas) BNOS

Essential that all BDTCs who want them should be guaranteed

BNO passports before the power to issue them ceases on 1 July

1997. Phased programme is the tool which will ensure that

the Hong Kong Government is able to process all applications and issue passsports in time.

Aware of misgivings in Hong Kong about having to give up

BDTC passports (for BNO passports) on registration as BNO. Think these are misplaced (no question of BNO being a "second

class" nationality status and anyway BNO passport holders

retain BDTC status until 30 June 1997), but recognise the

force of Hong Kong perceptions.

We are seeking solutions that might allay Hong Kong concerns

in this area. Have asked the Home Office to consider allowing British nationals in Hong Kong to hold BN (0) and BDTC passport
