Thank you for copying over the Legco Delegations press 11/6

release on their meeting with Mr Howard. This seems to me to fully leave open the possibility of discussing with them and Hong Kong officials the option of endorsing BÑO passports with the additional BDTC status as a way of getting round all the major problems which would be created by allowing two passports or delaying the issue of BNO passports. There would remain the problem of dealing with the half million BNQ passports already issued but one might envisage a rubber stamp endorsement being put in automatically if anyone wants it.

Mr Kelly said yesterday that he would consider the idea of endorsing BNO passports with the other possibilities.
