holder does not wish to renew it but wants a BN (0) passport

effective from 1995.

(d) A half million BN (0) passports have already been issued with different start dates. Uniform post-dating of the next 3

million would be a recipe for chaos.

BN (0) passport with BDTC endorsement

Another possible solution which would avoid most of the difficulties would be for a BNO passport simply to be endorsed

to show that the holder was also a BDTC. Would this be

acceptable to Legco and in Hong Kong generally? Would there be any difficulty with the Chinese if there were passports in

existence after 30 June which referred to the holder as also

having Hong Kong BDTC status? A terminal date for its valididty would of course be built into any endorsement.

British citizens who are also BDTCS/BN (O) s

We need to give some thought to whether we should amalgamate

passports where an applicant has three statuses prior to 1997

ie. BC, BDTC and BN (O). Do we wish that person to have

three passports or do we wish to have the BC passport

incorporate BN (0) status as well? I think the latter would

be preferable so that the BDTC-only passport expired in 1997

leaving the individual with a BC/BN (0) passport after that.

(There is some slight advantage in terms of transmissibility

of citizenship to future generations in a BC retaining his

BN (0) status).
