The Passport Agency is generally content with your response to Apart from two fee the telegram from Hong Kong dated 11 June. references under A (4) and B. Both these suggestions depart from current fees policy.

As you rightly observe at A (3) the fee is for the service of The providing the passport and not its length of validity. suggestion of June 1996 also creates another arbitrary date. There cannot in my view

in my view be any comparison with the British Visitors Passport which is on an entirely different fee base than the standard passport. Your point at B is more difficult. would introduce gratis facilities on a potentially large scale, but given the change in policy we would not appear to have much option on this and I understand that this is Mr Giles' view also. The first suggestion if adopted would require a Consular Fees Order and all that entails.

Consultation with NTCD indicates that any procedures agreed upon could be introduced quickly at other overseas posts and the same would apply for our regional network here.
