Thank you for copying to me your note of 14 June to Mrs Barnes- Jones.

I very much agree with your conclusions. I do not think that there is a practicable alternative to concurrent holding of passports if a person wishes to retain his BDTC passport, but equally we should not encourage him to do so. A fee should therefore, as you say, be payable for any new BDTC passport issued, even if only for a short period; and I would not even be inclined to offer a reduced fee for periods of validity of less than a year (paragraph A.4. of your note).

3. Like you I am not in favour of the idea of simply endorsing the BNO passport to show that the holder is also BDTC. This would not be consistent with the Home Secretary's undertaking that BDTCs could continue to hold BDTC passports until 30 June 1997.
