HONG KONG PASSPORT ARRANGEMENTS

In Mr Hayward's absence, I am responding to your manuscript minute of 18 June inviting comments on the letter from Hong Kong dated 18 June..

2. We agree with practically all the points in that letter. particular we endorse the reasons given for not allowing British citizens who are also BDTCS/BN (O)s to hold more than one passport. We also accept the proposed date for implementation.

3. Given the strong view expressed in the letter, we accept that this option is not a starter. However, it remains our view that this alternative could be offered and might be acceptable to some applicants who do not wish to pay the fee for a second passport. The argument that the concept would encourage the existing 0.5 million BN (0) passport holders to apply for the endorsement does not seem to be particularly valid since there is nothing to stop them from applying for a new BDTC passport. If they did so, the alternative of offering to place an endorsement in their existing BN (0) passport might satisfy them
We hope that the and save the HKID a large amount of work. possibility of offering the BDTC endorsement as an alternative to holding two passports could be put to applicants when they apply. Ah added incentive could be that the endorsement would be made free of charge. The UKPA which is responsible for passport policy should, of course, be consulted.
